Step 1 - tissue paper -ours, dollar store
layer up 6-8 sheets, and cut into smaller squares
fold fan style approximately 1 inch folds
secure with a pipe cleaner
begin pulling your tissue paper up towards the center

repeat until all tissue paper has been individually shaped
final tissue paper flower product
secure a wooden stick, dowel or extra long straw
to your pipe cleaner
